Pursuant to the California Public Records Act, I hereby request the following records:

A copy, or copies, of all current and former contracts, as well as all electronic correspondence, concerning or sent between San Diego Police Department and any of the following cybersecurity companies:

The aforementioned companies are cybersecurity firms that develop technology that allows law enforcement agencies to access and manipulate devices remotely, including smartphones, computers and routers. Some are used to intercept WiFi data. Some are used to access device in the "Internet of Things" space. Such devices include Amazon’s Alexa, Google Home, smart light bulbs, and other objects and appliances that connect to the internet.

“Correspondence” includes emails, email attachments, and any related files exchanged via file-sharing services such as Dropbox, Google Drive, and Box.net. It specifically includes memoranda, pitch decks or presentations, white papers, one-sheets, and any other similar document describing a company’s potential services to the agency.

When searching for correspondence, please search all emails sent to and from the email addresses of the 5 senior-most employees of San Diego Police Department that mention any of the companies above. Please use the names of the companies above as keywords to guide your search.

Please limit your search to records dated between January 1, 2017 and September 30, 2019.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

For the purpose of assessing fees, please note that I am submitting this request in my capacity as a full-time journalist at Insider, Inc. in New York City.

Please note that I am submitting this request under the Freedom of Information Act only. I am NOT submitting this request under the Privacy Act. Please withhold or redact any responsive records whose release would require a privacy waiver.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
