This is a request under the California Public Records Act for various public records maintained by the City of San Diego, through various government offices, under various relevant Government Code(s) including but not limited to Section(s) 6253.1.

Regarding the San Diego Housing Commission, (aka, SD Housing Commission, or SDHC):
   
—   For the calendar year 2003, with respect to the San Diego Housing Commission, (aka, SD Housing Commission, or SDHC), list and define all "preference" categories in use [e.g.: senior, disabled, homeless, veteran, etc...], along with any respective sub-categories within any preference(s), available to applicants.  If there are any changes or differences between the calendar year and the “budget year(s)”, denote those specifics.  Also denote any changes to any preference(s) made during either the calendar year or the “budget year”.


Documentation … “of any sort” includes but is not limited to: All emails, memos, text messaging, all correspondence of any kind, all minutes of any council meeting(s), all transcripts of any phone or court conversation(s), all spreadsheets, data matrices, data frames, raw data surveys, accounting entries or notes, published and unpublished annual or short term budget(s), and other documentation of any form that pertains to the scope of the query by date, period, subject matter, and/or person(s).


I request these records be provided in an electronic, machine-readable format. Please include any necessary or other information I may need to understand specific or unique features of the records or format(s) the City of San Diego uses that might not be immediately recognizable by someone not working in government.  

With instances of data that a reasonable person would obviously think would be best presented in a table or "columns and rows" format, where possible, I would like the data exported and compiled in a Microsoft Excel compatible spreadsheet or .csv file.

If the records requested are not maintained in an electronic format, please inform me before filling this request so I can review my options for copy, or to review in person at your offices.

I request a waiver of any (potential) fees for this request, as I am using the information in the public interest. If you intend to charge any fees, inform me in advance of data gathering so I can decide which/what records I would like to copy or review in person on location.

In the event any part of this request is denied, please cite in writing the specific legal authority to do so, and specify which exemption(s) is (are) claimed for each request, field or data point denied. Then redact the information you wish to withhold, and provide the rest of the records as requested.

Other than the narrow and specific exemptions detailed in Government Code Section(s) 6254,

If any of the requested records are not maintained by the City of San Diego, and a comprehensive index of documents related to the request(s) also does not exist, then submit the City of San Diego's official policy or statement regarding why such or any taxpayer funded activities of the City San Diego government are not being properly monitored, documented and made available for public inspection and review.  If no official policy or statement exists, then provide all surrounding documentation from any person from all points in time discussing why any of these taxpayer funded activities are not being properly documented and made available for public inspection.

—  Include all emails, memos, text message transcripts, and correspondence of any kind, of any City of San Diego elected or unelected official from any point in time, and/or  employee, contracted provider, former employee(s), San Diego City or San Diego County employee(s) acting in agency of any aspect of City San Diego governance, or any other agent of the City of San Diego of any type whatsoever,  acting on behalf of or at the behest of any other City of San Diego employee or elected or appointed official from any point in time, acting in-kind or for any form of remuneration, legal or illegal, or at no cost whatsoever, that include any portion of any text or discussion(s) related to failure(s),  refusal(s), or the crafting of policies or law(s) restricting document production or the maintenance of public records for taxpayer funded activities of the City of San Diego, or regarding the destruction of any such documents, either legally or illegally.

—  Include all minutes of any council meeting(s) from any and all year(s) that include any portion of any text or discussion(s) related to failure(s), refusal(s), or the crafting of policies or law(s) restricting document production or the maintenance of public records for taxpayer funded activities of City of San Diego government, or regarding the destruction of any such documents, either legally or illegally.

—  Include transcripts of any phone or court conversation(s) of any City of San Diego elected, unelected or appointed official, employee(s) or agent(s), or witness(es) of any kind from any point in time, of the City of San Diego that include any portion of any text or discussion(s) related to failure(s),  refusal(s), or the crafting of policies or law(s) restricting document production or the maintenance of public records for taxpayer funded activities of City of San Diego government, or regarding the destruction of any such documents, either legally or illegally.

—  If phone transcripts are not maintained by the City of San Diego regarding issues of maintaining legitimate public records, include all materials and documentation from any year detailing why the City of San Diego does not maintain phone transcripts, when the City of San Diego makes notification that  virtually all public building and publically funded phone service(s) are in fact being recorded, (even if only by repetitive beeping on their lines), as likewise are most court operations, but are not maintained in any form sufficient for public inspection,  especially when there should be no expectation of privacy in any matter relating to publicly funded documents: their maintenance, availability, destruction or obfuscation.

Exemptions under the California Public Records Act are permitted, though never mandatory. I ask that the City of San Diego to waive any exemptions and release the requested taxpayer funded records in the public’s interest. If the City of San Diego should decide to withhold any information, please submit all official, and unofficial explanatory documents as to why the City of San Diego believes the public’s interest in confidentiality outweighs its interest in disclosure, Include all reasoning (including but not limited to notes, letters, memorandums, emails, council or committee meeting(s) minutes or transcripts) regarding how the City of San Diego is "defining" any interests in the City of San Diego or any of its employees confidentiality, as any reasonable person might conclude that the "public's interests" are not the same interests as City of San Diego employees interests.
