Which, if any, of the private construction projects in the East Village have triggered the city's percent for art policy?

Also, why are all the new projects going up NOT triggering the policy?
Most of them are mixed-used projects, which means they have a combination of commercials/residential units. So what percentage of a project has to be residential for it NOT to trigger the city's percent for art policy?
